A motion to impeach Machakos Governor Alfred Mutua has been filed on Wednesday by Ndalani Ward Rep Stephen Muthuka.
The motion tabled by Mr. Muthuka, which was signed by 46 out of the 49 MCAs in the County Assembly, accuses Dr. Mutua of breaching the Constitution, procurement laws, and the County Government Act.
Key issues against Governor Mutua includes an alleged fictitious payment of Sh89 million for the de-silting of the Maruba Dam.
”The works are purported to have been done in January and February 2016 but, during the period in question, Machakos County was experiencing El-Nino rains and the desilting could not have been done,” Mr. Muthuka argues in the notice.
He claims the payment of Sh89 million was made by the county government on a false certificate without actual works done on the ground.
Another issue against Dr. Mutua is that he launched projects with county funds and branded them as if they were of his Maendeleo Chap Chap Movement.
In October, some Machakos MCAs led by Deputy Speaker, Nathaniel Reuben, and Minority Leader, Thomas Kasoi, had accused the Governor of the same thing. He vehemently denied the accusation, saying the MCAs were unhappy because he refused to help fund their campaigns.
”They asked me for money and when I told them I didn’t have any, they demanded that I reduce the funds set aside for water and road projects and give it to them to facilitate their 2017 campaigns.”
”I refused to give them the money because to me development projects are more important since they would benefit the people of Machakos. It is for this reason that they have vowed to collect signatures to impeach me.”
County Assembly Speaker Bernard Mung’ata has said the notice was filed with the proper procedure giving the governor seven days to respond to the allegations.
Mr. Muthuka said he is confident the Assembly will approve the motion to impeach Machakos governor which would only require the support of 40 MCAs.
