The National Assembly’s Public Accounts Committee have requested for the arrest of Josephine Kabura, a key suspect in the National Youth Service NYS scam.
The committee has written to the Inspector General of Police, Joseph Boinnet asking him to arrest the businesswoman after she failed to appear before the committee for the third time asking.
The Public Accounts Committee Chair Nicholas Gumbo demanded the IG arrest and produce the woman before the watchdog committee before the end of the week.
Ms Kabura was expected to appear before the committee to answer questions regarding the transactions companies associated with her had with NYS. She is said to have fraudulently received over KSh 1.8 billion from the NYS.
Mr Gumbo said:
”She is important to our investigations especially because of the explosive affidavit she swore in court about Waiguru (the former Devolution Cabinet Secretary).”
Ms Kabura’s importance to the committee is not just because she is a key beneficiary to the scam but because she can directly link the former Cabinet Secretary to the scandal. MPs are keen to establish Waiguru’s role and recommend her prosecution.
Waiguru is currently vying for Governor of Kirinyaga County. She calls Kabura’s affidavit fabrications and says to have never met the woman.
Ms Kabura’s lawyer previously wrote to the committee to allow her to appear on the 11th of November. The lawyer said Kabura had other court cases in Malindi which would bar her from honoring the committee’s invitation.
The PAC is rejecting the lawyer’s proposal and that could mean Ms Kabura would be hauled in front of them in handcuffs to explain what she knew about the mega scam.
